Monsters Line-up
Your monster count is pretty high. 23 is a lot. That's the same number of monsters as an average Lightsworn Deck. Lightsworn is fine with it because their monster effects mill the deck, thus speeding it up. Monarchs have no deck speeding, so 23 is a no go. Let's cut it down.
The first problem I see is the use of Zaborg the Thunder Monarch. Zaborg isn't good at all. It's outclassed by all of the other Monarchs (except Granmarg the Rock Monarch).
Also, your deck lacks the hand control monarch: Thestalos. Discard key cards, discard last hopes, whatever it is, Thestalos is awesome. Sure, Caius may be good with field control as well as Raiza, but what if your opponent has a Dark Armed Dragon? Or a Judgment Dragon? Or Celestia? Or whatever it may be that may send your tush to Scoopland? Play Thestalos.
Debris Dragon at 3 is pretty useless. You can only afford 1 Black Rose Dragon, and most of the other level 7 Synchros aren't too viable for the format. 2 should be maximum.
Cyber Valley is sort of a turn-off for me. It does promote Draw Power and it does slap your opponent in the face, sure, but it doesn't exactly set up for combos. You can keep these in, but I prefer these out. There are better options.
Spirit Reaper and Tragoedia are out of the question, especially against Gladiator Beasts. They attack your Spirit Reaper, then swap for a Murmillo. Bye, Spirit Reaper. They attack you and you summon Tragoedia. They swap for Murmillo. Bye, Tragoedia. Gorz would almost be the same case except for the fact that it summons 2 monsters in one go. It's also great for slow formats.
I realize that you want to add Chaos Sorcerer and 2 Cyber Dragons. Cyber Dragons might be possible, but Chaos Sorcerer isn't too good. Your deck would only hold 3 LIGHT targets for Chaos Sorcerer: Marshmallon and 2 Cyber Dragons. I suggest ignoring Chaos Sorcerer and taking out Marshmallon. Cyber Dragon is also somewhat situational, so I don't exactly prefer it. It's up to you if you want to include it or not.
I put in Plaguespreader Zombie, Blackwing - Gale the Whirlwind, and 2 Krebons for Synchro Power. All of these are searchable by Mystic Tomato, which makes up the Plant engine.
We end up with a net loss of 2 monsters, so we're down to 21. Still a little too much, but viable.
Spell/Trap Removal is not exactly an issue.

Spells Line-Up
One thing I'd like to note is that Enemy Controller is pretty good in here. The deck produces Tokens and holds a Treeborn Frog on reserve, great for jacking your opponent's monsters. Combos very well with Dandylion. However, 3 is a bit too much for it may leave you at a disadvantage. Take 1 out.
Foolish Burial isn't too good in my opinion. You can dump Dandylion for Tokens, but you can't Tribute them for Monarchs on the turn you summon them. They are for Enemy Controller at best. Take this out.
Lightning Vortex shouldn't really be mained in here. You don't have much hand advantage, so you may as well end up with a slim hand which is almost never a good thing to have. Take this out. Maybe Side it.
The Plant engine is really good with Monarchs. With the monster deck fixes, you now have 6 plants for your utilization. With 3 Mark of the Roses, your 1 Brain Control becomes 4. More Tribute Fodder for you. Not only that, you can use Mark of the Rose to abuse your opponent's monsters or clear a path for an attack.
Since the build will be running Krebons, Emergency Teleport is a must. It's a Tribute Fodder, Synchro Fodder, whatever you want it to be.
Also, since this build runs 10 DARKS, Allure of Darkness would be good.
Cold Wave would be good in here as it actually lets your monsters stay on the field. It also freezes potentially annoying cards like Royal Oppression, Skill Drain, Royal Decree, Gravity Bind, Black Whirlwind, Bottomless Trap Hole, etc..

Traps:
Limit Reverse is a definite problem. When not in use, it hinders Tragoedia. When you use it, the monster summoned is in attack position. It's a Continuous Trap Card, and it's slow. Take these out.

This is not so much an issue. You have 2 Caius, 2 Raiza, Mystical Space Typhoon, Heavy Storm, Cold Wave, Black Rose Dragon, and Brionac at your disposal. That's a decent amount. You may want to side 2 Dust Tornadoes, though.
